Sergey Shmatko, Russian Minister of Energy, has presented his report to the Russian State Duma deputies on Dec 8, 2010

Yuri Lipatov, Chairman of the Russian State Duma Committee for Energy, notes that "Shmatko's report provides an analysis of the current condition of the Russian energy sector and defines its further development and modernization".

Nevertheless, adds Lipatov, given a special importance of electricity in the Russian energy sector and in the view of 100% market liberalization as of January 1, 2011 (except for private consumers and non-priced zones), Lipatov drew especial attention of the Ministry and the State Duma to an array of unsettled issues.
