Yuri Lipatov, Chairman of State Duma Committee for Energy, spoke at TEK Russia Energy Conference held on October 29, 2010 by Vedomosti under support of State Duma Committee for Energy and the Energy Ministry of Russia
As Yuri Lipatov noted at TEK Russia, "Ensuring industrial security for companies operating in the energy sector of Russia has been a priority since 2009 due to the catastophe at Sayano-Shushenskaya HPP in August 2009 and at Raspadskaya mine in May 2010. Obviously, these emergencies required thorough analysis and preventive decisions aimed at improving future safety. A priority was improvement of safety and reliability of operation in the energy sector and the state played an essential role in enhancing control and monitoring in this industry.

The State Duma deputies set up an investigation committee at Sayano-Shushenskaya HPP with the involvement of experts and analysts not engaged with the state authorities and with significant expertise in the energy sector. As a result, a few important technical norms and procedures were approved to lay a foundation for technical regulation in the energy industry. Namely, these norms and procedures set up requirements to provide industrial safety, energy safety, fire safety, nuclear and radiation safety, and prevent explosions.

The decision on further consideration of these norms and procedures will be made according to the Agreement between Russia, Belarus and Kazakhstan on transition to the unified technical regulation system within the Customs Union."
