Lipatov: economy interaction is key to political stability, 俄罗斯下议院能源委员会

Yuri Lipatov, Chairman of Energy Committee of the Russian State Duma, spoke at the conference "Regulation and liberalization of energy markets: the Russian experience and the Third E.U. energy market liberalisation package" (Brussels, October 4, 2010), making a special focus on the legal regulation of the energy sector and creation of a legal base for the Russian energy sector based on the example of electricity, an industry that has gone through major transformations in Russia over the last 7 years.

"Overhaul of the energy system in Russia over 2003-2010 has taken solid reforming of the legal base, with the latest legal changes for the final stage of energy market liberalization till 01.01.2011 introduced in 2010. Given the social responsibility of the state and the current economic conditions, it was decided to keep state tariff regulation for the private consumers after 01.01.2011".

"As a result of mass-scale liberal reforms, the Russian energy sector has attracted considerable foreign investments, notably from our European partners: E.On, Enel, Fortum. We have set up a wholesale and retail electricity market and 2010 is seeing introduction of a new capacity market in Russia".

Finally, Lipatov made a special point on Russia-E.U. energy interaction: "Energy is key industry for any state. The Paneuropean energy safety is majorly related to an efficient Russia-E.U. energy dialogue that is meant to provide beneficial cooperation and economic integration that is key to political stability".
