The State Duma has approved amendments in federal law "On electricity" that envisage expanding the right of United National Electric Network to lend electric network power facilities to the regional networks till January 1, 2014According to Yuri Lipatov, Chairman of the State Duma Committee for Energy, "the mechanism of cross-subsidization for the tariff of electricity transfer via electricity distribution networks allows all the regional consumers pay equal compensation and decrease the tariff load", stresses Lipatov.
