As Yuri Lipatov, Chairman of the Energy Committee of the State Duma, announced at the interregional forum on the prospects of innovative cooperation between Moscow and the Russian regions in the sphere of energy efficiency, the federal law ‘On energy saving and enhancing energy efficiency’ is the basic document that defines state policy in energy saving“Cutting costs of the central heating and water supply in the harsh climatic conditions is a very important issue in Russia today. The regional energy infrastructure and equipment are, in many cases, exhausted up to 80%”, - stressed Lipatov. - “The federal law ‘On energy saving and enhancing energy efficiency’ regulates the activity of both federal and regional structures and covers the activities of the commercial entities as well. Energy efficiency and energy saving are among the five official strategic directions of Russia’s priority technological development and are an enormous reserve for Russia’s economy. Diversified policy is necessary to use this reserve”.
