Moscow, 9 December 2009 – Just as the United Nations Conference on climate change kicked off in Copenhagen, the oil and gas sector regrouped in Moscow for the second edition of the Oil & Gas Outlook Russia 2009 Conference, reports official media partner RussiaEnergy.com. Taking place from Dec 6-8, the industry is finding new tactical formations in Russia as it waits for world leaders to define the next decade’s world energy rules and for the market to bounce back after setbacks inflicted by the crisis´ drop in hydrocarbon consumption and prices.

Oil & Gas Outlook Russia 2009 boasted many distinguished speakers and panelists whose industry expertise invigorated the dialogue. Among the notable speakers were: Arnaud Breuillac, Senior-Vice President, Exploration & Production, Continental Europe-Central Asia of Total; Ron Cochrane, Vice President Gas, Russia, Caspian, and CIS of Shell Exploration and Production Services (RF) BV; Darrell Cordry, Russia Country Manager of Chevron; and Mikhail Antonov, Deputy Head of Refining of LUKOIL.

Diana Viola, Managing Director of Focus Communication, the publisher of Russia.Energy.com, says that the atmosphere was charged with expectation, as the current economic recession and climate change concerns have raised questions about the need for more Russian gas to be brought online and onto new costly pipelines. “There is a sense of common problems and a desire of solving differences as the industry, whether Russian or Western, faces global challenges. Indeed the time is ripe for foreign partnerships. As Terrapin, the event organizer, explains to RussiaEnergy.com, There is a great deal of international service providers who are quite willing to get involved in the Russian marketplace. It appears to have opened up many possibilities for the Russian national oil groups; they no longer need to create their own access to the fields. They can get technology and expertise from international service providers who are more than happy to get involved. As prices appear to have gone down for international service providers it now seems like a much more viable option for Russian companies to work with them.”

One key speaker at the Conference, Faith Birol, Chief Economist of the International Energy Agency, told in an exclusive interview to RussiaEnergy.com, “There is a need for clarity for the energy industry” so that it can go ahead with planned investments. “With the rebound of the economy, there will be a new wave of investment coming forth, all the investment which has been postponed or delayed and so on. I hope those investments will have the stamp of climate when they are made, and take into account the climate change regulations, which are due very soon,” Birol said. His comments coincided with Total’s reported announcement at the forum that investments in the Stockman’s natural gas field will be delayed sine die. Total is one of Gazprom´s partners in Russia's challenging Arctic Sea exploration and development.
