As Yuri Lipatov, Chairman of the State Duma Committee for Energy, said at the Committee’s session dedicated to encouraging the use of natural gas as motor fuel in Russia, that took place on November 18, “Issues of energy supply are getting sharper every year and the occasional fuel crises remind us of the need to find efficient fuel alternatives. Russia has all the conditions to use alternative kinds of motor fuel. It is the natural gas and liquefied oil gas that are the best kinds of fuel for car engines in Russia”.Lipatov added that “the issue of introducing use of gas motor fuel on the industrial scale in Russia is yet to be solved. Current use of alternative kinds of motor fuel in Russia does not bring considerable contribution”.
As a solution, Yuri Lipatov proposes the new law draft “On using alternative motor fuels”.
As the world practice shows, almost all the developed countries attribute a lot of importance to extending the use of gas motor fuel, introducing legislation to stimulate the use of alternative fuels. UN Energy Commission envisages 23% transition to alternative motor fuels by 2020 in Europe, including 10% (23.5 mln units) to natural gas, 8% to biogas (18.8 mln units) and 5% to hydrogen (11.7 mln units).
The developed countries are introducing alternative motor fuels on state level, gas motor fuel in the first place. Germany plans to transfer 500,000 cars to gas fuel by 2010, Japan – 1 mln units. According to the estimations, the current amount of gas-powered cars in Russia is about 50,000 units.
The Committee of Energy recommended considering a state commission for gas motor fuel, switching the major kinds of transport to gas motor fuel and initiating the development of a federal target program for alternative motor fuels.
