Russia´s State Duma Committee on Energy has called for the creation of a state body to monitor and control the safety of the newly liberalized electricity sector, to prevent accidents like last August´s blast at the Sayano-Shushenskaya hydroelectric power plant which killed 75 people.
Thus spoke Yuri Lipatov, the Chairman of the House Committee on Power Generation, as a parliamentary hearing on legislative support of safety at hydroelectric power plants concluded in Moscow on October 22.
According to Lipatov, the results of the technical investigation headed by the Federal Service for Ecological, Technical and Atomic Control (Rostechnadzor) demonstrated no particular reason that lead to the accident -- rather, the whole system within the power station had accumulated different problems, failing dramatically on August 17. Three of ten power generation units were destroyed in the explosion. The remaining units sustained damage. “The accident - Lipatov said - became a real shock for all people in the energy sector in Russia, and raised concerns within the international energy community.“
Among those listening to his speech were the First Deputy of the Minister of Energy Vyacheslav Sinyugin, the Head of Rostechnadzor, Nikolay Kutyuin, and Valery Zubakin, General Director of RusHydro, the company which owns Sayano-Shushinskaya GES. Other key players of the electricity market in Russia were present as well.
The participants concurred that there should a specialized state executive body to monitor and control over electricity sector, with large powers to force stakeholders realize their responsibilities to guarantee the safety of the industry and abide by the law.
The law as it stands, however, was also the subject of much debate. After the reform in the electricity sector in Russia, the responsibility over the safety of power units fell on the participants of the electricity market, and was, de facto, de-centralized. But legislation failed to catch up with this new reality and suffers, according to Lipatov, from imperfections in the sphere of power facilities and their operation.
The current legislation, as it was agreed, needs to be upgraded to provide a reliable framework for the energy market. Lipatov, however, insisted, that there was still a need to increase the role of the State in controlling the sector.
The Committee will soon submit recommendations to the Government and the Federal Council.
