A Russian delegation headed by Sergey Shmatko, Minister of Energy of Russia, made a visit to Iraq on September 7, 2009. Members of the delegation represent the major Russian oil companies - Rosneft, Zarubezhneft, Lukoil, TNK-BP, MGNK Soyuzneftegaz, Tekhnopromexport.The visit was initiated by Vladimir Putin, the Russian Prime Minister.
According to Shmatko, “Russia has accumulated a considerable international experience in energy projects for developing oilfields and the corresponding transport and production infrastructure in the sphere of energy. So, we have something to offer to our Iraqi partners”.
During the Minister’s talks with the Prime Minister of Iraq, Nuri al-Maliki, the Iraqi party confirmed its interest in developing a bilateral cooperation for a wide range of issues. Sergey Shmatko informed the Iraqi Prime Minister of the personal message from Vladimir Putin which confirms the big importance that the Russian Government attributes to developing relations with the Republic of Iraq.
As a result, the parties agreed to develop the Yusifia and Dibis thermal power plants, and to construct Kirkuk-Bamia gas pipeline and the second strategic gas pipeline.
“We’ve received a clear signal from the Iraqi government that the Russian oil companies are welcome in Iraq”, said Shmatko adding that it was decided to create a special working group for preparation of a joint report on oil cooperation possibilities between Russia and Iraq.
He also noted the good opportunities that the Russian companies have in the sphere of electricity cooperation to rebuild and expand the cooperation with Iraq.
This was the first visit of the Russian delegation to Iraq over the last 6 years, opening a new page in the history of energy cooperation of the two countries.
