俄罗斯和韩国证实优先能源合作的开发, 能源部

Documents signed after negotiations of Sergey Shmatko, Minister of Energy of Russia, and Lee Yun-ho, Minister of Knowledge Economy of Korea
The parties discussed bilateral energy cooperation, including the prospects of partnership in oil and gas, electricity, energy efficiency, coal industry and nuclear energy.
Regarding gas cooperation, Sergey Shmatko noted that Russia and South Korea had good opportunities for its development.

The parties noted the implementation of the Eastern gas program that envisages creation of four gas production centres in East Siberia and in the Far East, as well as development of gas transport infrastructure.

“We are interested in pursuing the dialogue with the Korean companies concerning the possible format of their participation in the events covered by the Eastern gas program”, said the Minister.
Sergey Shmatko stated that Gazprom started construction of Sakhalin-Khabarovsk-Vladivostok gas transport system in the end of July. The construction is due in the end of 2011. The project is intended to provide natural gas for the Far East and create export opportunities in the Asia Pacific.

Ministers noted the joint research implemented by Gazprom (Russia) and Kogas (Korean Gas Corporation) for the probable gas pipeline from Russia to the Republic of Korea through the northern part of the Korean peninsula, and for the construction of the LNG plant in Vladivostok.

Korea might also participate in the West Kamchatka project in the Okhotsk Sea shelf. “We know that Korea is investing a lot of work in this project. In July 2009, Gazprom got the license for West Kamchatka field. I believe that there are all the grounds to start negotiations between both companies concerning the cooperation on the West Kamchatka shelf”, said Shmatko.

The parties welcomed signing of the Memorandum of Energy Cooperation between Inter RAO UES and Kepco (Korean Electric Power Corporation) in July 2009, opening the way to investment projects for electricity trading between Russia and South Korea.

There is also potential cooperation in upgrade of the Russian electric grids and development of partnership in coal including Russian coal supplies to the Republic of Korea.
Finally, the parties discussed the interaction in the nuclear sector. “I’m deeply convinced that we can become nuclear power allies for joint projects in other countries”, noted Shmatko.
In order to give an impulse to Russian-Korean cooperation, Ministers signed the Plan of primary activities aimed at developing comprehensive energy partnership.

The Korean party was also offered creating a special Committee for monitoring of joint energy projects, stated in the Plan, by the interested Russian and Korean companies.
