Russian State Duma reviews the second and third drafts of changes in the law "On Electric Energy" and other legislative acts, State Duma Committee for Energy

Как пояснил в свом выступлении на пленарном заседании Председатель Комитета Госдумы по энергетике Юрий Липатов: «Важнейшие положения законопроекта – корректировка положений федерального закона «Об электроэнергетике» в части вступления в силу новых правил оптового рынка, а также поправки в законопроекты «Об акционерных обществах» и «Об обществах с ограниченной ответственностью»».According to the law "On Electric Energy", new rules of the wholesale market of electric energy and capacity cannot enter in force 90 days before their approval by the Russian government whereas the law "On operation of electric energy sector in the transition period" stipulates Jan 1, 2011 as the final date of the transition period. This creates possibilities for a situation when older wholesale market rules for electric energy might lose their vigor as of Jan 1, while new rules do not enter in force yet. To aviod such collision, it has been decided to abolish the statement of the law "On Electric Energy" that prohibits enforcement of wholesale market rules 90 days before their approval by the Russian government.
