Lipatov: mandatory mine degasification will ensure safe labor conditions excluding any explosion risks at the Russian coal mines , State Duma Committee for Energy

State Duma has approved on May 21 the draft of Federal Law 63160-5 "On changes in the federal legislation in producing and using coal and on social protection of the miners" and the amendments in subsoil legislation (as concerns measures for mandatory mine degasification), intorduced by the Federation Council and deputies of the State Duma (12 contributors in total).
Yuri Lipatov, Chairman of the Energy Committee of the State Duma, presented a law draft at the plenary session in the Duma announcing that "the current methodology of coal mine degasification in Russia is merely a recommendation whereas the world practice establishes these standards in a mandatory manner which obliges the mine owners liquidate the main volume of gas from the mines. It is in this regard that the authors of this law draft raise the issue of introducing degasification as a new legislation that will ensure safe labor conditions excluding any explosion risks at the Russian coal mines to preserve our most precious asset - lives of the miners".
