Lipatov: new Russian legislation on coal mining needs urgent consideration, State Duma Committee for Energy

Yuri Lipatov, Chairman of the Energy Committee of the State Duma, has chaired a meeting to review the amendments in the federal law “On state regulation in coal mining and peculiarities of the social protection of the coal mining industry employees” as well as in the federal law “On subsoil” (as concerns the obligatory degasification of the mines)

Some of the participants of the discussion were Sergei Shatirov, member of the Federation Council, and representatives of the interested authorities including the Ministry of Energy, Rostekhnadzor and Ministry of Natural Resources.

According to Lipatov, “The draft law has been developed 90% and is to be presented for the first reading. The present draft of the federal law is aimed at ensuring safety of mining through obligatory degasification of underground coal mining. These measures will increase the efficiency of coal production and the responsibility of the employers of the sector. Most importantly, this reduces the possibility of explosions and emergencies at the coal mines”.
