As Yuri Lipatov, head of the Energy Committee of the State Duma, announced at the opening of the Moscow International Energy Forum “TEC of Russia in the 21 century” on April 8, “Given the scale of the production of the primary energy resources and the huge potential of the hydrocarbon base, the Russian fuel and energy complex plays an important stabilizing role in the global energy industry as a factor of ensuring global energy safety”. He added that “Today Russia cannot limit itself to the status of the largest energy supplier. Today’s agenda includes modernization of the Russian economy on the basis of a structural diversification and development of innovations”.
As Lipatov explains, the current strategy of developing TEC in Russia is regarded in the context of its integration in the world energy industry which implies creating a renewed legal base of the international energy cooperation and international innovative regimes that open new opportunities in trade ad foreign investments for the international energy players. Participation in the discussions held at “TEC of Russia in the 21 century” will allow Europe have a better idea of how Russia sees further EU-Russia energy dialogue.

“Russia is about to form a model of global interaction of the importer and exporter countries. Such a compromise could be possible only under the conditions of energy safety and stability. Russia is one of the leading global energy players that is responsible for global energy cooperation and that is interested in establishing a new global energy structure balancing the interests of all the market players”, concludes Lipatov.
