Hydrogen energy development in Russia on today's agenda of the Energy Committee of Russia, State Duma Committee for Energy

An extended session of the State Duma Committee for Energy took place to discuss the improvement of the legal and regulatory base of hydrogen energy and the round tables focused on investments in the gas sector and on oil pricing policy. Yuri Lipatov, Chairman of the State Duma Committee on Energy, Petr Shelisch, member of the Public Chamber and Chairman of the National Association of Hydrogen Energy, representatives of the Federal Agency for Science and Innovation and of the Russian Scientific Centre Kurchatov Institute were present at the session.
As the participants agreed, development of hydrogen energy in Russia will require implementation of efficient and cheap hydrogen production technologies, development of safe and economical engines, hydrogen storage systems and hydrogen element systems. It is also necessary to re-organize the business through cooperation of scientists, engineers and businessmen.

During the last years, USA, Japan and Europe have been unfolding research and investments in the mentioned fields and developments.

Yuri Lipatov, Head of the Energy Committee, noted that “a transition to hydrogen economy depends not only on developing the technologies. The transition requires cooperation among the state authorities, private sector, scientific, construction and industrial companies”. According to Lipatov, efficient activity requires that “the state takes on the initiative while the private players should stimulate the development of main markets - autonomous decentralized energy, mobile power sources and transport. No private company or monopoly can make the transition to hydrogen energy alone. It requires coordinated actions at a national and international scale along with social transformations”. State participation is also crucial to stimulate shared risks in research, developments and implementation. The state should promote industries that produce fuel and energy and convert the industry to new kinds of fuel and energy.

In terms of practice, this requires, first of all, to develop the legislative basis, namely for the innovative activities and encouragement of small and large-scale innovative enterprises. One of the key areas to be developed here is the development of safe hydrogen usage regulation.
