Atomstroyexport signs agreement for preparation of JOI to build Belarus' first NPP, Atomstroyexport JSC

The agreement to prepare the justification of investment (JOI) for the construction of the Belaru's first nuclear power plant (NPP) was signed in Minsk between Atomstroyexport JSC (ASE JSC) and the Design Scientific Research Republican Unitary Enterprise Belnipienergoprom (RUE Belnipienergoprom) on September 9.

The document was prepared within the framework of the Plan of joint work by both parties on the top-priority measures for the project of building the station in 2009.According to the conditions of the concluded agreement Atomstroyexport JSC shall render Belarusian partners the necessary assistance within the agreed scope as to elaboration of the justification of investment. The work is scheduled to be completed before the end of 2009.Interdepartmental approval of the draft Agreement on cooperation in NPP construction in Belarus between the Government of the Russian Federation and the Government of the Republic of Belarus is currently in progress in Russia and Belarus.

The approval procedure is close to completion, and the signing of the Intergovernmental Agreement is scheduled in October.

The work on preparation of the contractual agreement for NPP construction is also in progress. It is scheduled for signing in December 2009. The first nuclear power plant in the Republic of Belarus shall be constructed under AES-2006 Russian design of JSC SPb Atomenergoproject on the basis of AES-91 design that meets all state-of-the-art international requirements and safety standards.

Atomstroyexport JSC (ASE JSC) shall act as the General Contractor of construction. The NPP will hvae a 2400 MW capacity (2 for 1200), and the first power unit is to be commissioned in 2016, and the second power unit in 2018.

Ostrovetskaya Site in the Grodno region has been selected for the power plant location.

Atomstroyexport JSC shall implement NPP construction on the conditions of the general contractor full responsibility – “turnkey”.Atomstroyexport JSC (ASE JSC) is a state engineering company that is subordinate to the State Corporation Rosatom implementing intergovernmental agreements on the construction of nuclear power facilities abroad.
